BJP launches relief drive
ITANAGAR, Apr 28: The Bharatiya Janata Party, Arunachal Pradesh Mahila Morcha unit in a hurriedly convened meeting at the party head office here today decided to launch a special emergency relief drive in aid of victims of the devastating earthquake in Nepal and India.
State BJP President Tai Tagak, who presided over the meeting, appealed to the people of state to come forward and donate generously to PM's relief fund to help the earthquake victims in this hour of crisis.

AACWA for effective traffic management
ITANAGAR, Apr 28: Expressing concern over the hapazard parking of commercial vehicles in the twin city of Naharlagun and Itanagar, the All Arunachal Contractor's Welfare Assocition ( AACWA) has appealed to the Itanagar MLA to intervene and direct the capital administration to regulate the traffic system for smooth movement of vehicles.

Orientation training on quality assurance begins
ITANAGAR, Apr 28: A three days Orientation Training on Quality Assurance is being conducted at Administrative Training Institute from today for District Medical Officers and District Reproductive Child Health Officers. The training was organized by National Health Mission, Arunachal Pradesh, Naharlagun.
Emphasizing on reposing trust on health system, Dr. Thomas Tariq, Special Secretary (Health & FW) advised the DMOs/DRCHOs to inculcate positive behavioral change among the health department staffs to ascertain quality service.
While exhorting the DMOs/DRCHOs to have a vision for better health sectors, Director of Health Services, Dr. K Nishing has emphasized on proper planning with innovative idea to minimize the haphazard infrastructural development.

FGA conducts training on pickle making for SHGs
ITANAGAR, Apr 28: As many as 11 women Self Help Group (SHG) members from Palin, Yazali and Yachuli attended a pickle making training at Bosco Integrated Training Center, Tigdo village in Yupia, which concluded yesterday.
The five days training aimed at building and developing capacity and skills of the SHG members in pickle making, organic kitchen gardening and poultry farming so that they can make quality pickles from locally available seasonal fruits and vegetables commercially.
They were also trained on preparing bakery items in the centre.
An orientation session was conducted at FGA's Training and Demonstration Center (TDC) in Banderdewa where participants were briefed on organic kitchen gardening, poultry farming and bamboo craft.
The trained participants will apply what they have learnt in the training at home first then will share the learning experiences with their SHG members.

ITANAGAR, Apr 28: Krema Pao Village Committee of East Kameng District has complained the authority against executing agency of ongoing PMGSY road at Krema Pao village claiming that agency has deployed inefficient and unqualified engineers at the site. Citing the Rule Clause of 16.2 GCC & 15 of contract data, the Committee further claimed that implementing agency did not deploy requisite numbers of machinery causing to slowing down of work. It also claimed that though Executive Engineer RWD Seppa has power to terminate the contract on the ground of breach contract rule by the contractor, Executive Engineer is allegedly making false payment. The committee sought DC's intervention to take appropriate action against the contractor and the Executive Engineer.
RGU launches UIIC
ITANAGAR, Apr 28: Rajiv Gandhi University has launched the University Industry Interface Cell (UIIC), one of the first Central Universities in the Country which has incorporated this cell.
The primary objective of this cell is to help facilitate interface between the University and the Industry so that students get more exposure to the Industry which would help them develop their skills and in turn will increase their employability.
Arindam Garg, Associate Professor in the Department of Management has been appointed as the Coordinator of the University Industry Interface Cell (UIIV).
As a first initiative of the UIIC, a one day workshop on "Campus to Corporate" was organized in the RGU campus.
Vice Chancellor of RGU, Professor Tamo Mibang while delivering the inaugural workshop stressed on the importance of involving and engaging industry in various activities to improve the quality of education so that students are benefitted more.
The Workshop Director and Coordinator of the UIIC Arindam Garg enumerated on the theme and objectives of the workshop especially on the need of practical education to ensure effective linkage between academia and industry.
Garg explained how important it is for students to understand the expectations that the Industry has from fresh graduates as it will help in effective transition from campus to professional life.
Two senior persons from the industry were invited as resource persons for the workshop.
Pradyot Barua, Vice President of Kotak Life Insurance, spoke on the qualities that a person needs to possess to be successful and become a leader in the corporate world. Barua also spoke about career opportunities that exist in the Corporate Sector with focus on the insurance industry.
Another resource person, Navnita Bhattacharya, Director of Northeast Institute of Educational Training and Counseling spoke in length on setting career objectives and how to go about achieving them. Bhattacharya also gave an insight to the students on how to succeed in interviews and how to build skills which are desirable in the Corporate Sector.
The interactive workshop was aimed at exposing the students to people who are working in the Industry, so that they can relate the theories they study everyday in class with the practical experiences which were shared by the resource persons.

FMD kills hundreds of Mithun in Kra Dadi
ITANAGAR, Apr 28: Over 500 Mithuns have reportedly died due to Foot and Mouth Disease (FMD) in the newly created Kra Dadi district.
While informing this, the All Arunachal Agriculture Horticulture Input Suppliers Registered Dealership Association, in a release said that Mithuns are dying every day due to outbreak of FMD in epidemic form and is incurring heavy loss to the owners. It urged the authority concerned of the state veterinary department to send veterinarians with sufficient medicines to contain the disease.
When contacted, DIO K Basar has denied any outbreak of foot and mouth disease in the district. He, however, assured to inquire into the reported outbreak of the disease.

ITANAGAR, Apr 28: In a bid to curb subvert extortion menace against the business community in Capital Complex in the name of unions and the associations, District Administration today convened a joint meeting of all the stake holders including the officials from the police and tax and excise department. The joint meeting was primarily focused to outline the strategies to deal with the extortionists.
Chairing the meeting, Deputy Commissioner Capital Complex Mige Kamki expressed resentment saying the business community is not cooperative in fighting with such elements. Assuring 100 percent security to informers who come up with such complain, DC asked the business community to stand united against the menace. "How long you run your business with understanding by appeasing the extortionists", DC asked the business community adding the menace should be dealt with an iron hand.
He extended all possible help to business community in containing the menace if the community is cooperative in tackling the extortionist. DC further informed that the state government has assured zero interference while dealing with the wrong doers. "It is right time to teach them (extortionists) a hard lesson, they (unions and organisations) need money and enjoyment that's why they come to you and extort money" Kamki added.
Highlighting that Arunachal Pradesh Unlawful Activities (Prevention) Act 2014 has provision to detain them in preventive measure; DC later informed the community that under this Act, any extortionist can be dealt sternly.
Superintendent of Police Capital Complex, Dipankar Mishra assured the business community safety and security and appealed them to come out open against the extortions. "Unless you support and cooperate with the police, we will be unable to deal it tactfully" said the SP. He also appealed to the police and tax and excise inspectors to be vigilant while on the duty.
China can reach Tawang before Indian Army, says Committee report
New Delhi, Apr 28: In an explosive revelation, a report of the Parliamentary Standing Committee on Defence has stated that in case of war, the Indian Army will take "more than a day to reach" the crucial Tawang area of Arunachal Pradesh due to a "critical situation" regarding border road infrastructure, while "our neighbouring countries" (like China) can "reach the borders within two to three hours".
China covets Arunachal Pradesh, especially the Tawang area refers to the state as "south Tibet". This is probably the first time that the vulnerability of the Indian Army to protect Tawang in case of a war against the Chinese People's Liberation Army (PLA) has been accepted.
"The Committee are dismayed to note that in Tawang area, the situation is very critical as connectivity is concerned. In case of war, the Army cannot reach there in a day. This is a matter of great concern with regard to our defence preparedness," the Parliamentary Standing Committee on defence has stated, in a report submitted to Parliament on Monday.
The revelation was made during the concluding remarks by the committee on activities of the Border Roads Organisation (BRO), which is now under the ministry of defence (MoD) and tasked with the construction of border roads.
In other reports submitted to Parliament, the Committee also mentioned how the slow

Six APDPF cadres arrested, one killed
CHANGLANG, Apr 28: Security forces have arrested six underground cadres of Arunachal Pradesh Depressed People's Front (APDPF) and killed a cadre while carrying out cordon and search operation on April 26.
Security forces comprising of Assam Regiment, Chaukham, Diyun and Namsai Police had been tracking movement of the said group since the last few weeks and accordingly, a cordon and search operation was launched at one hideout in Deban area under Miao Police Station. While carrying out the search operation, the APDPF cadres started firing and in the course of retaliatory fire one cadre got killed and later six cadres were apprehended. A regular criminal case at Diyun Police Station has been registered against all the arrested cadres.
The armed group has been formed by some misguided youth of Chakma community to carry out extortion activities through kidnapping in Diyun, Miao and Namsai area. The group has approximately 10 to 12 cadres which have undergone armed training from Bangladesh last year. The arrest of six cadres has rendered them toothless and the area shall breathe a sigh of relief with the nabbing of the group members, stated an official release. ITANAGAR, Apr 28: Department of Disaster Management is taking all measure to deal with natural calamity, said YW Ringu, Director Department of Disaster Management today.
State Emergency Operation Centre as well District Emergency Operation Centre at district level are fully functional and capacity building activities are being conducted regularly at district level headed by concern district Deputy Commissioners to deal with any kind of emergency, informed Ringu.
The Department following the devastating earthquake in Nepal and Northern India has alerted all the Deputy Commissioners and Disaster Management Officers in all the district including Superintendent of Police who is the first respondent of any untoward incident, said Ringu.
All the concern officers are directed to conduct intensive awareness generation activities in their respective areas and at village level in collaboration with Panchayat leaders and Gaon Burahs, Ringu added.

During the workshop he made the students aware of various theoretical aspects of photography, its careful handling and art of indoor and outdoor photography.
While interacting with the differently abled children, Sanjiv has seen in them enough potentialities to develop skills in photography which may become their vocation and profession for their livelihood in near future. Along with students and teachers, he further visited various sites of the Capital Complex such as Gompa temple and market area to have street photography exposure. Review meeting on 132 KV line from Aalo to Pasighat held
PASIGHAT, Apr 28: The present status of 132 KV line from Aalo to Pasighat was discussed in a review meeting held under the initiative of local MLA Kaling Moyong at the DC's conference hall here today.
Superintending Engineer (Transmission), Rokom Bado presented a detailed report before the MLA, East Siang DC Nidhi Srivastava and PPWC executives. Though it was commitment of the government to complete the project on or before 31st March 2015, but practically the department is facing lot of local problems besides natural calamities in the field.
Giving details of the work progress, Bado informed that 128 towers have already been erected. Installation and stringent works were under process. Under Aalo electrical Division out of 39 towers, 28 have been erected. At Rumgong, the division has erected 61 towers out of 92, while Pasighat division has almost completed the assigned task. Engineers and labourers were carrying out works successfully to complete the remaining works of 55 towers at the earliest possible time but early rainfall was big challenge for the department, added Bado. He also sought cooperation of the local people.
ZPC Kaling Dai appealed not to compromise with quality and urged the people to extend all possible helps to the executing agency. PPWC Chairman Okom Yosung appealing the power department to complete the project at the earliest possible time, urged the DC East Siang to constitute a monitoring committee immediately to inspect the materials being used for the purpose. Yosung also urged to conduct review meeting frequently so that PPWC could understand the progress. Secretary Oyin Moyong suggested seeking administrative help from Aalo and Siang administration to contain local problems through amicable dialogue.
MLA Kaling Moyong said that the project was started nine years back but could not complete till date due to various reasons. "DoNER has not released its final installment. Transportation of materials to the site hindered by the construction work of Trans Arunachal Highway obstructed the progress of work at the site etc were resolved. Finally, the government of Arunachal Pradesh had given assurance in the floor of the house that the 132KV tower line would be completed within March, 2015 and for which 10 Crs. was granted. The department should fulfill the long pending demand of people for progress and prosperity of East Siang District in particular and the state as a whole," he said.
Many industries and projects were in the pipelines which needs uninterrupted power supply, he further said and appealed the engineers to show their best abilities to complete the project at the earliest possible.

Huge quantities of tobacco products and alcohol seized
DC asks traders, businessmen to clear taxes
ITANAGAR, Apr 28: Huge quantities of tobacco products, alcohol like beer and other IMFL etc, which were being sold illegally in the markets and sectors, were seized from market areas here during a routine checking drive carried out by a joint team of Capital Complex administration and Police in market areas here today, stated a release from Capital Complex Deputy Commissioner.
The team was led by EAC Jiken Bomjen. The Capital Complex administration will continue with the unannounced checking and raids in the coming days also, the DC further informed.
There is a standing order against selling of tobacco products in the Capital Complex.
Meanwhile the Capital Complex Deputy Commissioner has asked all the traders to clear all their pending tax and other VAT dues immediately failing which action would be initiated against the defaulters including suspension of their registration, trading licence.

NEW DELHI, Apr 28: Chief Minister Nabam Tuki called on Congress Vice President Rahul Gandhi at his Tuglak Lane office in New Delhi. The meeting between the two leaders lasted for about an hour. They discussed several organizational and developmental matters related to Arunachal Pradesh.
Rahul praised the Chief Minister for successfully implementing the State Government Flagship Programmes which have greatly benefitted the people of the state.
They also discussed the various policy changes brought about by the change of guard in the Centre especially in the backdrop of the Fourteenth Finance Commission (FFC) recommendations and NITI Aayog replacing Planning Commission.
The Chief Minister reiterated his commitment to usher inclusive development so as to increase the outreach of Governance to the farthest corners of the State.
Both leaders further dwelt upon several other matters related to strengthening the Party in the state as well other parts of the North Eastern Region.
Tuki informed Rahul that the Party and the Government are working in close coordination in the state right from the grassroots level.
Tuki also invited Rahul to visit Arunachal Pradesh and the latter has assured to visit the state soon.
Meanwhile, the Congress Vice President conveyed his best wishes to the womenfolk of the state particularly the Arunachal Pradesh Mahila Congress workers with regard to the State Level Mahila Convention, which begins tomorrow at IG Park Itanagar.

Two Asian giants India and China are making all out effort to help Nepal in this hour of crisis. Besides pledging fund for the reconstruction activities, the aid workers and military personnel from two countries are rushing to Nepal in large scale to help the country recover from the devastating earthquake. Some suggests that a proxy aid war is going between India and China. In the past also, the two Asian giants have used aid and investment to court Kathmandu.

Edging the farmers out
Dear Editor,
If these are to be called as Acche Din for the people, then it belongs to distasteful and regressive state of it.
Political discourse in the country sounds of mediocrity and skewed opportunism with political parties defending and justifying one’s undoing with undoing of the others. Then there are only listless signs of creative, reformative and accommodating leadership initiatives to address the core issues that have been dogging the Indian Polity and effective governance for many decades.
As the top politician in the country goes globetrotting to tell the world a changed Indian story, 66% of 125 Crore People whose toil feed the nation still remains severely distressed due to unfavorable conditions with lackadaisical government intervention and pushed to go on a suicide spree.
0.486 grams & 0.44 grams approximately! Yes, that’s the per person per day availability of food grain and pulse respectively in India today as per the Economic Survey. Beneath that sordid figures, around 50 million people are compelled to do with hardly one meal per day due to extreme poverty and inequitable distribution of the food resource. An appalling story of the largest democracy to be showcased to the world.
Then a proposed law to forcibly acquire and snatch land including arable of the farmers without requirement to obtain their consent and to make a way for surreptitious transferring of land to the corporate in the name of development and industrialization. This is a kind of land mafia in the name of governance but because it is being done by elected representatives. This is a kind of crime against humanity and violation of fundamental fabric of the constitution. India has ever growing number of billionaires & millionaires year after year but on the other hand 36 Crores of people subsist below poverty mostly suicide prone farmers and there is no need at all to make such kind of arbitrary reservation for the corporate at the cost of farming communities. If the corporate want land then they are rich enough to buy land at market prices rather than the elected people abusing power to acquire land of poor and marginalised for them at very cheap compensation rates.
But, all around the world, the trend is changing. The cultivable lands are being protected and conserved. Not just the land and produce, the habits and priorities are changing from artificial chemical farming practices towards natural, organic & healthier ones. They have realized it. But in our country the areas of cultivable land under all categories are shrinking year after year and the ever diminishing land is made a chemical bowl to drive up production to feed the exploding population with produce that undoubtedly may be one of the biggest reason behind ever growing human lines in the hospitals.
Why fool oneself and the people? Talk development and progress, the most fundamental aspect of it is to amass food items & water, but healthier ones for the people to keep them at least alive. Air is off course not forgotten, though free but this indispensable entity, the healthier one’s also has become literally scarce especially in the unsustainably industrialized areas and metros. Indian cities led by the National Capital is among some of the most air polluted cities in the world. Air pollution has costly health hazards that are universally known, but what is actually unknown is the actual extent of harmful impact which may be underestimated because, human science and technology is fraught with imperfections to be absolute. The super Science and Technology of Mother Nature is the perfect one and hence, more natural, that much healthier it is for us.
With the current trend of irrational biasness towards wanton industrialization by jeopardizing the crucial agricultural economy and without other balancing acts, the path of development will be simply more uncertain and unsustainable. The people, the economy will suffer more than it gains. The plight of farmer who feed the nation will be further aggravated. The nation will have to witness rise of tragic farmer suicides. India will turn to be a food importing country after having damaged its own prime agricultural land resource. Besides petroleum & other import bills, food item import bills will also surge and start making a dent on purse of the government and all other development activities will be adversely hit.
The potentially dangerous chemical based agriculture production itself is already sagging and the talk is about Another Green Revolution to beef up food production to feed the exploding population. The strategy should be to bring more land under food cultivation and avoid diversion of arable land. Organic farming practices should be gradually brought back for healthier produce and feed for people. The farming communities should be given adequate financial assistance to ensure that farmer suicide don’t happen in the biggest democracy even in this 21st century.
Politician, be a leader to shape delivery of governance through all accommodating
humane approaches. That is the fundamental and moral duty which is an onus upon you

Do not restrict the scope
Dear Editor,
In response to the advertisement of FAO/TO by APPSC dated 22nd April 2015 , I would like to say few words. As per the advertisement, the required educational qualification for the post is graduation in commerce /Business Administration/Economics or Statistic or Mathematics as one of the subjects in graduation. But till 2011, education qualification for same post was graduation in any discipline. By setting new qualification, further job opportunity for Arts graduate especially History, political Science, Geography graduate has been squeezed. Our only scope is in teaching or clerical job. So far clerk job is concerned only few Arts graduate gets the job because of Maths paper which is the most horrible night mare for any humanities graduate.
Certain job such as RFO, Research officer, Accountant, etc. are exclusively reserved for the science and commerce graduates. Arts graduate cannot apply for those posts. But for the job for which we are eligible, graduates from the other two streams can also appear. In this why we have very limited job opportunity in comparison to other stream graduate.
In our state, most of Government College offers course in humanity which means local youths are mostly from humanity background. And on the other hand, our own govt. is depriving majority of local youths from serving in the state by coming up with recruitment policies which is not Arts friendly.
By limiting our job scope, we are further multiplying the unemployment rate of the state. These unemployed youth have to be engaged somewhere, so finding no other option they either join union or form unions. The policy makers of the state should know this.
Therefore, through your daily, I would like to appeal to APPSC to reconsider the education qualification and allow the Arts graduate to apply for these posts.
